Dr. Joseph C. Chandler, Jr. launched Argus Eagle, LLC to address and assist industry with the complex issues of Foreign Ownership Control & Influence (FOCI) mitigation, Security Plans Policies and Procedures, JPAS, DISS, eQIP, facility and personnel security issues. He is regarded as an industrial security strategist and is recognized as an “Industrial Security” go-to person who has crafted numerous industry and intelligence community security programs. These have assisted cleared companies in matters pertaining to the protection of classified contracts and clearance issues, enabling companies to acquire and continue to garnish the highest marks possible from the Defense Security Service (DSS) during annual Vulnerability Assessments.
Dr. Chandler retired from the United States Air Force following a superb 20-year career. His career included assignments to numerous missile early warning squadrons and deep space sensors. He provided and coordinated air surveillance for the Reagan-Gorbachev summit in Iceland as well as assisted the United States Secret Service in providing security for Donald Rumsfeld.
He is a recognized voice in the area of Industrial Security and has held numerous senior level security positions within the U.S. Government and industry from 1999 to present. As a retired Master Sergeant in the United States Air Force and Defense Threat Reduction Agency, he provided guidance on export compliance, technology safeguards, deep space tracking and analysis and foreign aircraft interdiction. Additionally, he has provided guidance to the current DoD Policies to include the National Industrial Security Program Operating Manual (NISPOM).
In January 1999, while still on active duty, Dr. Chandler was called to Washington, D.C. to testify before Senator Christopher Cox’s subcommittee on the technology safeguards he implemented in preventing the unauthorized transfer of U.S. technology to the Chinese Government during a joint space launch campaign. Due to his testimony and diligence to protecting our national assets, he is a documented aspect of congressional history.
Dr. Chandler has authored numerous articles and speeches on the topics of: FOCI, Preparations and Issuance of the DD-254 and Technology Safeguard Controls – concerning the release of U.S. technology.
Dr. Chandler is engaged in the Faith-based Initiative of assisting men and young boys combat domestic violence through an innovative program called “Changing the Rules of the Game.” He is a strong and active member in his community through his direct involvement as a 32nd Degree Prince Hall Master Mason, Shriner, Order of the Eastern Star and Lifetime Member of Kappa Alpha Psi Fraternity, Inc.
Dr. Sakima Romero-Chandler is the Chief Financial Officer of Argus Eagle, LLC. She provides financial insights to help make better decisions about formulating and executing financial and business strategy in developing new business, specifically: assisting the CEO and COO in identifying new funding opportunities, drafting prospective programmatic budgets and determining cost-effectiveness of prospective service delivery. Dr. Sakima Romero-Chandler provides the operating budget, ensuring programmatic success through cost analysis support and compliance with all contractual and programmatic requirements. She oversees the management and coordination of all fiscal reporting activities for the organization including: organizational revenue/expense and balance sheet reports, reports to funding agencies, development and monitoring of organizational and contract/grant budgets.
While living in New York City, Dr. Sakima Romero-Chandler attained a Bachelor of Arts degree in Elementary and Early Childhood Education and African Studies from Queens College. In addition to these achievements, she also completed a Master of Science in Elementary Education with a specialization in Children’s Literature. While residing in Maryland, she obtained an Honorary Doctorate in Ministry from Virginia Bible College in Dumfries, Virginia. She also holds a Master of Divinity from Howard University in Washington, D.C. She is a proud member of Alpha Kappa Alpha Sorority, Inc. and serves as a board member and liaison to Engaging Men of Faith to Prevent Domestic Violence.
Mr. Frank A. Cirillo is Senior Vice President of Operations for Arus Eagle, LLC and an accomplished leader who has initiated, implemented and effectively managed security philosophies and processes both domestically and internationally. As the former Director of Security at SRC, Inc., he comes to Argus Eagle with in-depth security oversight and compliance responsibility.
Mr. Cirillo has over 35 years of experience in a variety of U.S. Government and commercial programs, space and radar systems, unregulated utilities and contract security positions. He has provided oversight to collateral and special-access programs and Sensitive Compartmented Information (SCI) programs at numerous U.S. Government contractors such as Lockheed Martin, Loral and United Technologies.
His experience also includes security and logistical support for the launching of satellites on three continents. He provided security support in the development and manufacture of the Abrams tank turbine engine. He has developed and implemented security plans/programs in response to post 9-11 requirements. His extensive experience enables him to understand security challenges relating to the collection, processing, analysis, production and distribution of intelligence information.
He is a former member of the National Executive Board of INFRAGARD, the NCMS National Board of Directors, the International Security Managers Association and the Overseas Security Advisory Committee. Additionally, he is an active member of the American Society for Industrial Security (ASIS International).
He holds a bachelor’s degree in business administration from Hofstra University of Hempstead, New York, as well as a master’s degree in business administration from Long Island University. He also attended the California Institute for Specialized Training for disaster management and several intelligence training schools and is a graduate of the Georgetown University International Security Management Association Leadership Program.
